This commit is way too big! I split some minor tasks that were also going to be mixed in out but here we are...

The developer settings aren't ready yet, so if you were waiting for those, I'm going to have to disappoint you and make you wait a little longer. There's also some householding stuff I need to figure out with regards to how scope strings work.

Some of the stuff also leaked into the broom closet because some code was shared between the two panels.

If anything is horrendously broken, be sure to report it!
