Over the past weekend (and still right now) I've been in the process of cataloguing every topic on the site to base a revised forum catagory structure on. I agree with moving the meta section to the bottom of the list, but I figured I'd delay it until the full redo is ready. Once I've figured something out I'll make another topic to discuss that.
While going over what I have so far I did come to a similar conclusion wrt the forum leaderboard and describe your month|year threads. The leaderboards could probably do with a dedicated category where only I'm able to create new threads. As for the describe threads I'm unsure where those would go, they were kind of meant as a trojan horse to get people to look at General Discussion but the chat announcing forum posts kind of shoots that foot plain off.
A general technology board is definitely planned and will likely inherit a lot of threads currently in GD, but also spread across other categories. I might honestly add this one earlier, which will set off a domino effect where I make gradual changes like moving meta down regardless, lol! I think setting that one up first would be a good idea and depending on what topics are made, branch out into subcategories like what you mentioned.
The Hobby section will likely receive the largest overhaul but I will elaborate on that in the aforementioned future topic.
