http://wiby.me is a good search engine for finding websites that don't use much Javascript and are simple. You can find a lot of older websites from the geocities era with this. There is a lot of actual useful new websites on there too.
I like to use 4get
http://4get.ca/instances so that I can switch between search engines. If you want to mash them all together use SearX
https://searx.space although it is quite buggy.
As for Japanese, I would recommend Tatsumoto Ren's guide
