not windows-specific or decade-old but used it a lot during my win10 days - Barrier (Input Leap after rebrand) so when i need to plop two laptops in front of my pc and use all three at once (which happens to me more often than you'd think), i can use the same mouse and keeb to do everything
kp: i think the simplest way would be to use Send To, though microsoft could have nuked that in windows new i am not sure i don't have a w11 on hand

(i forgot how cmd quoting and interpolation worked, but this seems to work for filenames with spaces in them?)

(open with win+r shell:SendTo, instead of a shortcut you can drop the script there directly but then you won't get to set a cute icon)

You can also reencode from the internet phone side, I have a shortcut that lets you chain a reencode step before you share a video. The options named just after a resolution shit out "normal" h264 yuv420p, and even though they are .MOVs i've yet to be firefox.png'd for sending one
